Abstract

This article examines the financial criteria for selecting funding sources in the process of forming financial resources in non-profit organizations. It substantiates the need to assess funding sources not only in terms of their availability or nominal volume, but also based on their stability, cost of attraction, and practical accessibility. Using data from eight completed public grant competitions conducted through the Unified Electronic Platform in 2025, the study calculates the level of access to grant resources, competition intensity, and the number of applications per unit of budget. The results show that the support rate across the competitions ranges from 4.64 percent to 35.71 percent, while the number of applications per UZS 1 billion of budget varies from 16.67 to 172.5. The author proposes a system of criteria for selecting funding sources based on the joint application of three independent blocks: stability, cost, and accessibility.
