Maqolada fuqarolik jamiyati institutlarining moliyaviy barqarorligi resurslarga bog‘liqlik va portfel nazariyalari asosida tadqiq etilgan. OECD, CAF, Jons Xopkins loyihasi hamda O‘zbekiston rasmiy statistikasi qiyosiy va statistik usullarda tahlil qilingan. Davlat ko‘magi 2017–2023-yillarda 18,4 baravar oshgani, biroq moliyalashtirish manbalarining ayrim tashkilotlarda konsentratsiyalashuv xavfi asoslangan. Soliq tushumining foizli yo‘naltirilishi, institutsional grantlar va ijtimoiy tadbirkorlikka asoslangan uch ustunli diversifikatsiya modeli hamda uchta amaliy taklif ishlab chiqilgan.
